Director Thomas "Tom" Franklin is the current head of the Federal Bureau of Investigation. He has a long history with former FBI Agent Ryan Hardy and requests his assistance on Joe Carroll's first escape from prison. He is mentioned several times in conversation between various agents but does not officially appear until The Messenger, where he attends the wake for Richard Weston, father to Mike Weston and a military veteran.

The morning after Joe Carroll escapes the Virginia Central Penitentiary, Director Franklin calls Ryan Hardy on his cell-phone to ask his assistance. He understands things did not end well with the Bureau for Hardy, but he insists on having him come in as a consultant to aide his people in Virginia in hunting down Carroll.
